How to get a plumber license in Nevada

State law and licensing-board sources · Last reviewed October 11, 2026

In Nevada the state licenses plumbing contracting businesses: the Nevada State Contractors Board (NSCB) issues the C-1 Plumbing and Heating license and its plumbing subclassification, C-1d. Individual plumbers carry a journeyman or master plumber certificate from the Nevada Board of Plumbing Examiners (NBOPE), which is not a state agency: it was founded in 2002 by trade organizations and works in partnership with Clark County. Its exams are given by the National Inspection Testing and Certification Corporation (NITC), and applicants must be qualified "as mandated by Clark County and the City of Reno." Reno requires a valid journeyman certificate for plumbing work in the city. The journeyman exam needs four years in a registered apprenticeship or 8,000 hours of plumbing experience. [1][2][3][4][5][6]

Starting from zero in Nevada

Nevada's state license goes to plumbing contracting businesses, so you start by getting hired by a licensed plumbing contractor, as a helper or as an apprentice. In Las Vegas, UA Local 525 takes apprenticeship applications once a year and dispatches helpers from age 16; in Reno and Sparks, UA Local 350 takes applications year-round. ABC Nevada (Reno) and the Plumbing Heating Cooling Contractors of Nevada also run registered plumber programs. [1][7][16][18][20][25]

  • High school diploma or GED

For a registered apprenticeship, yes, by state rule: Nevada's apprenticeship regulation (NAC 610.833) says an apprentice must have a diploma or equivalent before being accepted, or earn it within 1 year after signing on (or on finishing an approved school-to-work or welfare-to-work program) The State Apprenticeship Council can modify this. The rule's adoption note says it doesn't apply to programs approved before October 2, 1997, unless the Council requires it. UA Local 525 and UA Local 350 both require a diploma or GED plus your high school transcripts. UA Local 525's helper list doesn't list a diploma requirement. [16][18][25][28]

  • Minimum age

The Office of the Labor Commissioner says registered apprenticeship is for people 18 or older, though some programs take people under 18. UA Local 525's apprenticeship minimum is 18 (no maximum) Its helper (pre-apprentice) list takes people from 16. UA Local 350 takes applicants 17 or older. [16][18][25][27]

  • Register before you start work

The NSCB doesn't register workers: its licenses go to businesses. Registered apprentices sign a written apprenticeship agreement under a program registered with the Nevada State Apprenticeship Council. UA Local 525 helpers must sign up in person at the union hall and pay $10 a month to stay on the out-of-work list. [1][17][25][26][27]

  • Helper jobs

Yes. A licensed contractor does its work "by or through" its employees, and in unincorporated Clark County a master plumber, plumbing qualified individual or journeyman plumber must be on site supervising permitted plumbing work. UA Local 525 helpers earn $18.24 an hour plus benefits with signatory contractors They need a driver's license, Social Security card, OSHA-10 or OSHA-30 card and a drug test. In Reno, a contractor's employees can work under direct supervision if the contractor keeps a written supervision agreement on site, and apprentices need a card from an approved apprenticeship program. [6][7][10][25]

  • Math test and interview

UA Local 525 gives a mandatory basic math exam, then an in-person interview for applicants who score enough points. UA Local 350 uses a written basic math test and an interview. [16][18]

  • Driver's license, transportation and drug test

UA Local 525 requires a valid driver's license if you're indentured, and acceptance depends on a background check, drug test and agility test. UA Local 350 requires a driver's license, reliable transportation and a drug test once accepted. [16][18]

  • Application windows

As of October 2026, UA Local 525 says its application period opens November 1, 2026 and closes January 31, 2027, online only, for the September 2027 school year You pick plumber/pipefitter or HVAC, not both. UA Local 350 takes applications year-round at its Sparks office. [16][18]

  • Pay while you learn

Under state rules, a registered apprentice's starting wage must be at least 35% of the journeyman rate, averaging at least 50% over the apprenticeship. UA Local 525 says its 5-year program is fully funded if you meet its terms. [17][29]

  • Credit for experience or military

UA Local 525 gives application points for post-high school courses and certifications, military experience and helper time (one year as a pre-apprentice equals 2 points). Apprenticeship committees may grant credit for previous experience. For a later contractor license, the NSCB counts apprenticeship or college training for up to 3 of the 4 years and accepts transferable military experience. [1][17][30]

  • Still in high school?

UA Local 525's helper list starts at 16 (you need a driver's license and OSHA-10 card), and UA Local 350 takes apprentice applicants from 17. Nevada's apprenticeship rule recognizes school-to-work programs approved by the State Apprenticeship Council. The Nevada Department of Education's Construction career cluster includes Building Trades in Construction Technology, which covers basic plumbing CTE programs can earn college credit through articulation agreements. For a contractor license later, the NSCB may credit up to 3 years for a high school or college trade program approved by the NSCB and the State Board of Education. [18][23][25][28][31][32]

The license pathway in Nevada

  1. 1

Helper or apprentice (no state license)

You work for a licensed plumbing contractor. Registered apprentices sign an agreement under a program registered with the State Apprenticeship Council. In Clark County a master, qualified individual or journeyman plumber must supervise on site. [7][10][26]

  2. 2

    Journeyman plumber (NBOPE certificate)

    • 8,000 hours on the job
    • Yes: 50 open-book and 100 closed-book questions on the 2024 Uniform Plumbing Code; 75% to pass (NITC)
    • $250 exam ($340 at a Prometric test center)
    • Every 3 years, by continuing education or an online test

Four years in a state-registered, accredited apprenticeship or 8,000 hours of verified plumbing experience qualify you for the exam. You get a color-coded photo ID card and must carry it while you work. [4][5][9]

  3. 3

    Master plumber (NBOPE certificate)

    • 2,000 hours on the job
    • 1 year of experience
    • Yes: same format on the 2024 Uniform Plumbing Code; 75% to pass
    • $250 exam ($340 at a Prometric test center)
    • Every 3 years

You need a current NBOPE journeyman certificate in good standing for 1 year or 2,000 hours. [4][5][9]

  4. 4

Plumbing contractor (NSCB C-1 or C-1d)

    • 4 years of experience
    • Yes: Business and Law (CMS) exam, open book, plus a trade exam, both through PSI
    • $300 application; $600 license (2 years); exam fees extra
    • Every 2 years; $600

The license for a business that contracts for plumbing. Its qualified individual needs 4 years at journeyman level or above within the last 15 years and passes the exams; the business needs a bond and a financial statement. [1][11][12][13][14]

Who needs a license in Nevada

Nevada's state law licenses contractors: anyone who builds, alters or repairs a structure, personally or "by or through" employees. Plumbing falls under classification C-1, Plumbing and Heating, whose subclassifications include plumbing (C-1d: water supply, drain, waste and vent systems, roof drainage, small hydronic heating, irrigation, water heating, gas piping and medical gas), water heaters (C-1h), gas pipes and vents (C-1g) and boilers (C-1a). The license belongs to the business.

Plumbing work is never covered by the small-repair exemption: the law's exemption for repairs under $1,000 doesn't apply to work "of a type performed by a plumbing, electrical, refrigeration, heating or air-conditioning contractor." [1][2][7][8]

The journeyman plumber certificate

Individual plumbers in Nevada's two big metro areas carry a certificate from the Nevada Board of Plumbing Examiners (NBOPE). NBOPE isn't a state agency: by its own account it was founded in 2002 through an industry effort led by trade organizations in Southern and Northern Nevada, and it works "in partnership with Clark County." No Nevada statute creating it was found. Its candidate bulletin says applicants "must be qualified as mandated by Clark County and the City of Reno."

The City of Reno says no one may install, alter or add to a plumbing system in the city unless done by a person with a valid journeyman certificate; apprentices need a card from an approved apprenticeship program, and the exceptions are homeowners, a contractor's employees working under a written direct-supervision agreement kept on site, and contractors with reciprocal licenses (for their first 12 months in the city). Reno sends you to NBOPE for the exam. In unincorporated Clark County, the building code requires a master plumber, plumbing qualified individual or journeyman plumber on site, supervising, whenever permitted plumbing work is going on.

[3][4][5][6][9][10]

The C-1 plumbing contractor license

To contract for plumbing work yourself, the business needs an NSCB license and a qualified individual who supervises the work. That person needs:

Fees: $300 to apply and $600 for the 2-year license (renewal $600). The NSCB sets a bond from $1,000 to $500,000, and every applicant files a financial statement. Residential contractors pay a recovery fund assessment ($200 for limits up to $1,000,000). [1][11][12][13][14][15]

Union and open-shop apprenticeships in Nevada

See the Labor Commissioner's list of current programs for contacts, and union vs. non-union. [16][17][18][19][20]

If you're licensed in another state

Contractor license (endorsement). The NSCB waives the trade exam and the experience paperwork for a qualified individual who has held the matching license for the past four years with no discipline. For C-1 the matching licenses are Arizona CR-77 (plumbing including solar), California C-36 plumbing together with C-4 boiler and steam fitting, and Tennessee CMC (full mechanical). A Florida CF license waives experience only. Everyone takes the Nevada Business and Law exam.

Any-state routes. Nevada law (NRS 622.530) tells state licensing boards to adopt rules for licensure by endorsement of people licensed in any state with substantially similar qualifications; the NSCB's rule works through its list of equivalent states above. Separately, through December 31, 2029, NRS 624.242 lets a contractor licensed for at least 4 consecutive years in any state get a no-fee Nevada license by endorsement, but only for attainable housing projects in rural areas.

Journeyman certificate. No transfer route for out-of-state journeyman plumbers was found on NBOPE's pages; the experience affidavit and exam above apply. Reno lets contractors with reciprocal licenses from another city, county, state or country work in the city for 12 months before they must get the certification. Contact NITC at (877) 457-6482. More: license reciprocity. [4][6][21][22][23][24]

Steps to get licensed in Nevada

  1. Get hired or accepted into an apprenticeship

Work for a licensed plumbing contractor as a helper, or apply to a registered apprenticeship such as UA Local 525, UA Local 350, ABC Nevada or PHCC of Nevada. [7][16][18][20]

  2. Build 8,000 hours or finish 4 years of apprenticeship

Keep proof: the NBOPE affidavit of experience must be completed by a plumbing contractor, or backed by employer letters on company letterhead and W-2s. [4][9]

  3. Apply and pass the journeyman exam

Send the application, affidavit, photo ID and $250 fee to NBOPE c/o NITC; score at least 75% on the 2024 UPC exam. [4][5][9]

  4. Carry and renew your card

Journeyman plumbers must carry the photo ID card at work. Renew every 3 years by continuing education or the online recertification test. [4][5]

  5. Later: qualify a C-1 contractor license

With 4 years at journeyman level or above, you can be the qualified individual on an NSCB C-1 or C-1d license: apply first, then pass the Business and Law and trade exams at PSI. [11][12][13]

Licensed in another state?

  • Plumbing and heating contractor (C-1): AZ, CA, TN

Licensure by endorsement: the NSCB waives the trade exam and experience paperwork if your qualified individual has held the matching license for the past 4 years with no discipline (AZ CR-77, CA C-36 and C-4 together, TN CMC). The Business and Law exam is still required. [21]

  • Plumbing and heating contractor (C-1): FL

A Florida CF plumbing contractor license counts toward the experience requirement only; you must still pass the Nevada trade exam. [21]

  • Contractor license (general endorsement law)

Nevada law (NRS 622.530) tells state licensing boards to adopt rules for licensure by endorsement of anyone with a valid, unrestricted license from another state, substantially similar qualifications and a clean record. The NSCB's endorsement rule works through its published list of states it has found substantially equivalent (above). It covers NSCB contractor licenses, not local journeyman cards. [21][22][23]

  • Contractor license, rural attainable housing only (through 2029)

NRS 624.242 (2025) has the NSCB issue a no-fee license by endorsement to someone who has held a substantially similar, unrestricted contractor license in any state for at least 4 consecutive years with no discipline, and has a contract for an attainable housing project in a rural area (counties under 100,000 people, or cities under 60,000 in larger counties). It covers only that rural housing work and expires December 31, 2029. [24]

Questions people ask

Does Nevada have a state journeyman plumber license?

No state agency licenses individual plumbers. The NSCB licenses plumbing contractors (C-1). Journeyman and master plumbers carry a certificate from NBOPE, an industry-founded board that works with Clark County, tested through NITC. Reno requires a valid journeyman certificate for plumbing work in the city. [1][2][3][4][6]

How do I become a journeyman plumber in Nevada?

Complete four years in a state-registered apprenticeship or 8,000 hours of plumbing work, then pass the NBOPE journeyman exam on the 2024 Uniform Plumbing Code with at least 75%. The exam costs $250. [4][9]

Can I start as a plumber's helper in Nevada at 16?

UA Local 525 in Las Vegas takes helpers (pre-apprentices) from age 16 if they have a driver's license, Social Security card and OSHA-10 or OSHA-30 card and pass a drug test. Its apprenticeship itself starts at 18. [16][25]

How much does a Nevada C-1 plumbing contractor license cost?

$300 to apply and $600 for a two-year license, plus PSI exam fees, a bond the NSCB sets (from $1,000 to $500,000) and, for residential work, a recovery fund assessment. [1][12][14][15]
